I missed represented the name of the practice, its 'New Public Management' not 'New Public Administration' George Bush practices the "new public management" as well. I wasn't nullifying what he does. Clinton openly endorsed the NPM and said that everyone should read the book (by Kate McLaughlin and Stephen Osborn) which introduced the idea as one that should be adopted in our government.
